Upscaling Oyster Seed Production

Supporting large-scale restoration of the European flat oyster.

The European native oyster (Ostrea edulis) once formed vast reefs along Europe’s coasts and seas, creating rich habitats for marine life. Overfishing and habitat destruction caused these reefs to collapse by the mid-1800s. Today, efforts to restore the species are increasing across Europe, but progress is limited by the availability of oysters that meet strict restoration standards for genetic diversity and disease resistance.

Hatcheries are playing a growing role in supplying oyster larvae, or spat, for restoration. However, production remains inconsistent and insufficient to meet rising demand. Expanding reliable, restoration-grade oyster seed production is therefore key to scaling up reef recovery and meeting international marine restoration goals.

This project, led by the Zoological Society of London and the University of Portsmouth, brought together hatchery managers, restoration practitioners, scientists, industry representatives, policymakers and regulators to identify barriers to scaling up oyster seed production and develop practical recommendations for addressing them.

What the project did

The project combined research, stakeholder engagement and consultation to assess the challenges facing European flat oyster hatchery production.

The team conducted a review of existing knowledge, organised workshops and consultations, and gathered input through questionnaires and targeted outreach. More than 100 stakeholders from across Europe contributed expertise on hatchery operations, restoration requirements, genetics, disease management, regulation and investment needs.

The findings were brought together in a roadmap that sets out a coordinated pathway for increasing the supply of restoration-grade oyster seed across Europe. The roadmap was launched through a public webinar and shared with restoration networks, policymakers and practitioners working to restore native oyster reefs.

By strengthening collaboration between science, industry and conservation, this project will help accelerate the recovery of the European flat oyster across Europe’s seas.

The roadmap set out six key recommendations.

Building long-term certainty in demand from restoration and regenerative aquaculture will help hatcheries invest in facilities, workforce development and production planning.

A combination of public funding, private investment and marine natural capital markets will be needed to support expansion of hatchery production and strengthen the oyster seed supply chain.

Providing clearer information on seed sources, disease status and production capacity will help restoration practitioners identify suitable oyster products and plan projects more effectively.

Further research is needed to improve understanding of genetics, disease resistance, broodstock sourcing and disease screening methods to support resilient and biosecure restoration.

Clearer guidance will help practitioners and hatcheries navigate regulations relating to oyster movements, disease management and biosecurity across Europe.

Expanding hatchery production will require investment in training, education and workforce development to build the expertise needed across the sector.

Implications for restoration

The availability of suitable oyster seed remains one of the main constraints on scaling native oyster restoration across Europe. By bringing together hatcheries, restoration practitioners, researchers, regulators and policymakers, this project created a shared vision for addressing that challenge.

The roadmap provides practical actions to strengthen supply chains, improve access to investment, address knowledge gaps and build workforce capacity. Together, these recommendations offer a pathway towards increasing the availability of restoration-grade oyster seed and supporting the recovery of European flat oyster reefs at the scale needed to meet restoration ambitions.
